Contract Description:
The Klickitat River Operations and Maintenance (K-O&M) Project serves as the project to fund staff and support O&M of existing and new YKFP infrastructure developed per the Klickitat River Anadromous Fisheries Master Plan (KMP).   As facilities come online the K-O&M project will be modified to include need.   Funding under K-O&M will be directed to the following Klickitat Subbasin facilities listed below.  Klickitat O&M will also be used to support small-scale project construction and maintenance associated with Klickitat M&E, KWEP, and Klickitat MD&H, as is done in the Yakima Subbasin under the YKFP.

*Construction sequencing and scale of construction based on Klickitat Master Plan,& Klickitat Complex EIS/ROD.  New hatchery facilities may be online in early 2013.  Consultation between YN and BPA regarding O&M funding allocation with existing NOAA Mitchell Act funds will be determined in advance of these new YKFP facilities coming online.

BACKGROUND:
The Yakama Nation has actively managed fish and wildlife on their Tribal lands for more than 50 years.  During this time, wild and artificially produced spring Chinook (Oncorhynchus tshawytscha), fall Chinook (O . tshawytscha), coho (O. kisutch), and steelhead (O. mykiss) in the Klickitat Subbasin have been managed to ensure their long-term existence and provide fishing opportunities in an effort to mitigate for the loss of fisheries due to construction of the Columbia River hydroelectric dams. The Klickitat Hatchery, Lyle Falls Fishway, and Castile Falls Fishway were built as part of an effort to mitigate for lost fishing opportunities.  The operation of the three facilities, which were previously operated by the Washington Department of Fish and Wildlife, was transferred to the Yakama Nation in December 2005.  These facilities are operated by YKFP with funding under the Mitchell Act.  The YKFP uses artificial production to re-establish, supplement, and/or increase natural production of anadromous salmonids and harvest opportunities while maintaining long-term fitness of the target populations and minimizing or avoiding impacts on non-target species.
